The practical point: relative to population, Snapchat and TikTok are far larger in Saudi Arabia than in the US, where the same report puts TikTok's ad reach at 153 million out of 348 million people (Digital 2026: The United States of America (Kepios, published 5 Nov 2025)). YouTube is also very large. An agency that only talks about Instagram and Facebook is planning for a different country.

Influencers and paid promotion: Mawthooq
Saudi Arabia requires individuals who advertise on social media to hold a Mawthooq licence from the General Authority for Media Regulation (Mawthooq licence for individual social media advertising (Arabic)). When it launched in 2022, the licence was reported as valid for three years at a fee of SAR 15,000 (Saudi Arabia launches Mawthooq platform for individual advertising on social media). In December 2024 the Ministry of Commerce warned businesses not to promote with celebrities visiting on visitor visas unless they hold the licence (Saudi Arabia tightens rules on influencer ads with mandatory licensing).
- Ask every influencer for their Mawthooq licence before agreeing a campaign, and verify it on the official platform.
- Put the licence number in the contract and keep the record.
- Ask the agency how it checks licences. If it cannot answer, it is not ready to run influencer work in Saudi Arabia.

What to brief an agency on
- Languages: Arabic, English or both, and who approves Arabic copy. Content in English or Arabic; other languages on request.
- City focus: Riyadh, Jeddah and the Eastern Province have different audiences and business mixes (see our Riyadh, Jeddah and Dammam pages).
- Calendar: Ramadan, Eid al-Fitr, Eid al-Adha, Founding Day (22 February) and National Day (23 September). Eid dates follow the Islamic calendar and are confirmed close to the date (Public holidays in Saudi Arabia).
- Customer data: if the agency will handle customer messages or lists, check the Personal Data Protection Law obligations (Regulations and policies (Saudi Personal Data Protection Law)).
- Approval chain: who signs off, how fast, and what happens on the Friday–Saturday weekend.
